Soon Chemical Accident Rule Amend for the prevention of dangerous chemical accident like Visakhapatnam polymer factory.
NEW DELHI: One of the disaster happened on Thursday in Vishakhapatnam, the gas leaked from a Chemical plant and which is owned by a South Korea’s chemical plant and spread all over the villages which came within five kilometer of radius and the result was approx. 11 people died and hundreds of people were hospitalizing. To minising this types of accidents, which will be dangerous for our country by considering this, on May 7, 2020, the government is in the last leg to finalizing the amendment to chemical accident rules.
After, the 1986 Bhopal gas disaster then the Ministry of Environment and Forest (MoEF), decided two sets of rules: Manufacture, Storage and Import of Hazardous Chemicals (MSIHC) Rules, 1989 and Chemical Accidents (Emergency Planning, Preparedness, and Response). These rules were notified to regulate the manufacturing use and handling of hazardous chemicals.
These rules are important in their own way, means MSIHC (Manufacture, Storage and Import of Hazardous Chemicals) Rules is there to prevent the major chemical accidents arising from industrial activities and the CAEPPR (Chemical Accidents Emergency Planning, Preparedness, and Response) Rules provide the statutory back-up for crises management.
The Rules was proposed in 2016 by Ministry of Environment and Forest and that rules drafted for amendment that sought effective and enforcement of regulations in the chemical industry, stop their for the consultation of stakeholders. But the rules not finalized at that time and at the same time DPSP (Department of Chemical and Petrochemicals wanted power to regulate the best chemical incorporate practices around the globe. After all this , a draft cabinet note has been circulated and regulate, it would be place after the discussion and then the rules will be out in a short time.
Rules should needed for the people to protect them and not only from the death but from the accident led to physical disabilities in people of the accidental area and the children which are born there that are disable and if suffered for the subsequent years.
